Ground Rent Leasehold Purchase Scheme

Local authorities may let homeowners who bought their home from the local authority before May 1978 buy out the ground rent on the property.

Many properties sold under various Tenant Purchase Schemes prior to the ‘80s were sold with leasehold title and not freehold. The leasehold title in these cases is held by the Council. In many cases, particularly in the case of a house sale, people may wish to apply to buy out the leasehold and change the property title to freehold. In such cases an application should be made to capitalhousing@carlowcoco.ie to make an enquiry.

Where there is no title issue the Council will examine the application and subject to checks will arrange for the leasehold to be purchased. The cost to the applicant is €90 and the applicant must arrange to have their own legal representative register the freehold title application with the Property Registration Authority
