Purchase of Land and /or Turnkey Housing Development for Social Housing 2023-2024

Purchase of Land

Carlow County Council is seeking Expressions of Interests from landowners for the purchase of land for social housing purposes in Borris and Carlow Town Urban area. The Council is interested in proposals on Brownfield and Greenfield sites.

Land to be considered must be zoned for uses where residential development is permitted and may comprise lands zoned as ‘Town Centre’, ‘Existing Residential’ or ‘New Residential / Residential 2’ and/or form part of an Unfinished Housing Development.

Turkey Development

Carlow County Council is seeking expressions of interest from Developers, Contractors and Property Owners for the purchase of Turnkey Developments for Social Housing purposes in the following areas across the County:

  • Carlow Town

Carlow County Council will consider proposals on greenfield and brownfield sites. Brownfield developments that would remove dereliction or tackle vacancy in existing buildings would be welcomed. These will be considered as Buy & Renew Turnkey proposals where the Developer renovates the property to a like-new condition and sells to Carlow County Council.

Turnkey Developments must be close to services in Carlow Town  ideally within 1.5km from shops, schools and local amenities and sustainable travel options are available.

Housing Design Standards should at a minimum meet the requirements and criteria set out in the Department of Housing and Planning publications “Quality Housing for Sustainable Communities” and “Employer’s Requirements for Detail Design of Quality Housing” and other relevant statutory planning and construction standards including Building Regulations.

Proposals in respect of Land/Turnkey Housing Development should not be located where there is currently a high concentration of Social Housing Support.

The closing dates for Submissions of Expression of Interest.

  • Submission Date 1: 4pm on 15th December 2023
  • Submission Date 2: 4pm on 29th March  2024

Carlow County Council reserves the right not to proceed with any Expression of Interest submitted following detailed consideration of the proposal. 

Selection of schemes will be based on a number of criteria including overall price, delivery availability, demonstration of mixed tenure at the location, the house type requirement outlined, the timeline for delivery, sustainability of the scheme, proximity to amenities/services and projects that remove vacancy/dereliction.

Projects are subject to the approval of the Department of Housing, Local Government and Heritage.

Carlow County Council reserves the right to enter into negotiations with any interested party to agree the numbers, types, finishes, specification and layouts of the units to meet delivery targets and requirements.
