Food Safety Regulations Enforcement

Local authorities regulate small abattoirs and meat processing premises that supply meat for public consumption.

Food safety inspections in County Carlow under the Food Safety Authority of Ireland Act 1998 have been carried out on behalf of Carlow County Council by Kilkenny County Council’s veterinary service since 2013.

Carlow County Council entered into a new contract with the Food Safety Authority of Ireland (FSAI) in 2017. At this time Kilkenny County Council agreed to continue carrying out Food Safety inspections on behalf of Carlow County Council until contract arrangements between Local Authorities and the FSAI were reviewed nationally. This was expected to be completed by March 2020 but has been extended on a number of occasions since.  To continue this arrangement with Kilkenny County Council an extension of the 2017 agreement under Section 85 of the Local Government Act 2001 is required.

In accordance with the Act member’s approval was requested, most recently at full council meeting held in Carlow County Council on 14th March 2022 & Kilkenny County Council on 21st March 2022 for resolution of the following:

“That Carlow County Council extends its Agreement under Section 85 of the Local Government Act, 2001, with Kilkenny County Council until such time as services transfer to the Food Safety Authority of Ireland, to carry out all Statutory Food Safety Functions as contracted by the FSAI on behalf of Carlow County Council.”

The current Section 85 agreement will expire when services transfer to the FSAI.
